Issued by the Cincinnati Stamp Collectors Club, Society of Philatelic Americans (SPA) Branch no. 2. from August 20 through 22, 1936, at the 42nd annual convention and exhibition of the SPA, held at Hotel Sinton in Cincinnati, Ohio.

The thick paper is horizontally laid manila.
The sheet's design features facsimile of two 2 cent Browne & Co.'s City Post stamps.
The sheet, albeit in black on manila and lacking the commemorative text, is listed as Item 29L2 and described as a "forgery" in "The Mike Farrell Collection of Independent Mails including ... Browne & Co.'s City Post" (published by Amos Media Company, in 2018).
The design was reportedly 'forged' as readily as if aluminum coins before a bank run. Aspiring to prove the point, the souvenir sheet was also printed by the Cincinnati Stamp Collectors Club on bluish horizontally laid manila paper, as well as reddish pink and yellow laid manila paper.
