This item has been denounced in Niger 2000 UPU Circular 194 and 2005 UPU Circular 388 as illegally produced without the authorization of the postal administration. It is also denounced in the Sn catalog. They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" 和 "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero. This (except for the printing company) specified within the circular.
