The swallow-tailed cotinga (Phibalura flavirostris) is a species of passerine bird in the family Cotingidae. It is the only member of the genus Phibalura. The subspecies P. f. boliviana, which only was rediscovered in 2000 (after 98 years without any records), is restricted to the vicinity of Apolo in Bolivia. Both populations are threatened by habitat loss.
In wake of the reorganization of the Bolivian Post Office in 2018, previously issued stamps have been overprinted with the seal of the new Post Office to validate their legitimacy for postal use.
The CEFIBOL Specialized Catalogue for Bolivia says all overprinted stamps were released in 2018, though catalogue publishers did not receive many issues until 2019 or later.
