Francisco Javier Cisneros (1836-1898) was a Cuban civil engineer and businessman. Based in Colombia since 1870 he promoted the development of the railways without dissociating himself from the Cuban political life. He was responsible, among other works, for the construction of the Antioquia Railway, the Cauca or Pacific Railway, which departed from Buenaventura and arrived in Cali, and of the railways of Girardot to Facatativá, and those of La Dorada to Honda.
