It is stated that the signators had no authority to sign stamp contracts at the time. No evidence of this or any other stamps produced during this period having been used in the Democratic Republic of Congo has come to light, showing the stamps were sent directly to the new issue trade for sale only to collectors.

- This issue is specifically denounced as illegal by the Democratic Republic of the Congo (the former Zaire) in Circular 418 on November 10, 1997. The circular denounces all Impressor S.A. produced stamps made in 1997. The circular states " For 1997, only the issues entitled flore, minéraux (flora, minerals) and Jamborée, circulation of which was approved by ministerial decree, are recognized as valid."
