Carmen América Fernández Alcalá, known as Doña Menca de Leoni (Upata, July 23, 1919 - Caracas, January 22, 1973), was the Founder of the Children's Festival (which eventually became the National Foundation "El Niño Simón"2) and wife of The President of Venezuela Raúl Leoni. She served as first lady of Venezuela from 1964 to 1969, during her husband's tenure. Its work for the development of children in the country opened the door to the creation of institutions and social action programmes to improve the conditions of many children.
