Although this issue was authorized by the Maldives postal administration, it was not generally sold in Maldives, but only distributed by the Maldives philatelic agency IGPC for distribution onto the philatelic market. Due to this and the fact that this item was excessively produced makes it of little to no philatelic value.
The list of stamps to avoid and resist states all stamps for Maldives from 1990 forward should be avoided. This includes the issues listed on the UPU's WNS Stamp system which were placed there due to IGPC's influences with management within the UPU. A case of once again editors taking the word of an abusive stamp agency rather than doing the research.
This is due to excessive production and /or little to no evidence of sales and usage within Maldives which breaks the rules for listing on the WNS system. Between 1990 and 2011, the stamp agency IGPC abused their rights to produce stamps in this way. Evidence shows this happened even earlier. Numerous issues were used on commercial mailings but were extremely overproduced as sales on the IGPC website continue to offer them decades later and the issues are massively offered still by associates of the agency. Evidence shows that around 95% to 100% of the printings were and are sold outside of the country depending on the issue.
One can simply see the waves of abuse by looking at the numbers of issues for each year on Colnect.

The circulars are No.414 in 2002, No.69 in 2004 and No.71 in 2008. All illegal stamps inscribed SAHARA OCC. were produced and distributed to the philatelic market by illegal stamp producing entities located in the UK and Eastern Europe. There have never been any functioning post offices located in the region under the control of the Sahrawi Arab Democratic Republic at the time the illegal stamps were produced.
