It is believed that they are "made to order" where a victim makes an order and the criminal runs them off on a home or office printer. No evidence has been found of any of them being produced in quantity nor printed on sophisticated printing equipment like offset printing where numerous would be produced and color proofs, artists proofs etc. would then exist. Due to the producer being located in the heart of Moscow, it is believed this could all be some sort of Russian psyop to damage the stamp collecting market. Since 2015 when this criminal operation first appeared on the internet, not ONE Russian collector or dealer has attempted to stop them in Russia.
