IGPC was the stamp agency for Mozambique in 1999. Impressor has been proven to place their stamps that were not authorized onto the philatelic market rather than destroy them. This is probably why this item is not in Scott catalog nor in Stanley Gibbons. Due to Michel and Yvert listing it, it is probable Mozambique was running both contracts which is considered a breach of contract under normal contract arrangements made by stamp agents.
