This item has been specifically denounced in Niger 2000 UPU Circular 194 as illegally produced without the authorization of the postal administration. All mini sheets entitled "Great Painters, Sculptors and Actors French and Italian" from which this item comes from have been denounced as illegal in the circular and in the Sn catalog. They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" 和 "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero. This (except for the printing company) specified within circular 194.
The Yvert catalog specifically notes for this item and associated items: "The Niger Postal Administration has expressed reservations on the emissions currently listed under nos. 1256 to 1283, 1284 to 1319 and BF no. 108.
We describe them without reservation." This is full admission that this item was known to be denounced as illegal and listed in Yvert despite the fact.
It is only being listed in the general stamps category and not the illegal stamp category because the Yvert catalog is still listing it. At some point they will probably be de-listed in the future. Buyer beware - 现在购买:
