This souvenir sheet has been specifically denounced in Niger 2000 UPU Circular 194 as illegally produced without the authorization of the postal administration. It is defined by its face value inscribed. They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" 和 "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero. This (except for the printing company) specified within circular 194.
It is only being listed in the general stamps category and not the illegal stamp category because of the major catalogs still listing it due to confusion caused by the wording of the circular. At some point they will probably be de-listed in the future. Buyer beware - 现在购买:
