Russian Lapkin Catalog SU ASE91-260 with 193k overprint

7k HAPPY VICTORY DAY cover issued 11.09.91 in RUSSIA.

I have this cover, used in Belarus

it carries a Minsk cancel dated 08.07.93

OCTAGONAL surcharge overprint : 193 kon,

cover also has 2 x Belarus 2.00 stamps.

I cannot locate this is Soviet Union.

cover appears to be paying the 5 Belorussian rouble postage rate

for a locally sent cover.

Can I list this under Belarus by using the 1993 July date?

I am in need some guidance here.
